Cross-network container access via omitted iptables restoration

Network isolation failure in Moby 25.0.12 and earlier allows local users to access containers across bridge networks. The dockerd firewalld-reload handler does not restore the iptables rules that isolate separate non-internal bridge networks. Exploitation requires a firewalld reload and access to a container on the same host; rootless mode, Docker Desktop, and internal-only networks are unaffected.
