Authenticated menu modification via missing authorization

Improper access control in Juzaweb CMS 3.4.0 through 3.4.2 allows remote authenticated users to modify CMS menus. The /admin-cp/menus endpoint permits an account in a role with all permissions disabled to list and change menu entries without enforcing the Menu Page authorization boundary. Any authenticated low-privilege account can make arbitrary menu changes, affecting the content and navigation presented by the site.
