Logic error in mod_rewrite in Apache HTTP Server 2.4.64 allows remote authenticated users to bypass RewriteCond expression gates. The apply_rewrite_cond function treats every non-error expression result as a match instead of preserving a nonpositive no-match result. Reachability requires mod_rewrite with RewriteCond expr; resulting rule execution can alter routing or access-control behavior intended for false conditions.
