Arbitrary file read in MedDream PACS Premium 7.3.6.870 allows remote authenticated users to read server files via an HTTP request. Pacs/encapsulatedDoc.php URL-decodes the path parameter and passes it directly to fopen without restricting it to an allowed directory. The request requires an authenticated session, and the directly demonstrated consequence is disclosure of server-local file contents.
