Arbitrary file write via filedeal handler

Improper access control in JeeWMS 20250504 allows remote authenticated users to write arbitrary files through the filedeal handler. The SystemController filedeal method exposes /systemController/filedeal.do, but the public issue withholds the unchecked parameters and file-write operation details. Low-privileged network access is required, and the bounded demonstrated consequence is creation or replacement of server-side files.
