Unauthorized Flow execution via missing permission checks

Improper authentication in Directus 9.12.0 through versions before 11.9.0 allows remote attackers to execute manual trigger Flows. The manual-trigger handler in api/src/flows.ts dispatches Flow execution without requiring accountability or checking read access to the supplied collection and item keys. Only deployments with an enabled manual trigger Flow are exposed, and resulting data access or modification is limited to the tasks configured in that Flow.
