User-data disclosure via unredacted Flow log templates

Sensitive-data exposure in Directus 9.0.0 and later before 11.9.0 allows local users to log other users' data through Flows. FlowManager passes keyed user-event data directly to Log to Console template expansion without first redacting passwords, tokens, TFA secrets, authentication data, or identifiers. Administrator privileges and a user create or update event are required, and the consequence is limited to sensitive data written to accessible logs.
