Authenticated debug-log disclosure via missing model permission

Improper authorization in Canonical Juju 2.0.0 through 2.9.51 and 3.0.0 through 3.6.7 allows remote authenticated users to read debug logs. The controller's /log handlers accepted any authenticated user tag and streamed events without requiring model ReadAccess permission. Exploitation requires a valid controller account, Basic authentication, and a matching client-version header; the reported consequence is log confidentiality loss.
