Email verification bypass via reusable signed tokens

Improper token validation in FOSSASIA Open Event Server 1.19.1 allows remote attackers to verify email addresses they do not control. The send_email_change_user_email function signs a user-selected old address with the same serializer and secret used for registration-verification tokens. An unauthenticated attacker can register the target address, change it to a controlled address, and reuse the resulting token to verify the target address.
