Administrator access via wrong-subject token authorization

Improper authorization in Graylog Open Server 6.2.0 through 6.2.3 allows remote authenticated users to gain administrator access. UsersResource.generateNewToken checked token-creation permission against the requester rather than the requested token owner. The same flaw affects 6.3.0-alpha.1 through 6.3.0-rc.1; any Graylog account can exploit it when personal token creation is enabled.
