IDP data disclosure via empty-scope authorization bypass

Improper access control in Janssen Server before 1.8.0 allows remote attackers to read IDP clients, users, and scripts through the Config API. AuthUtil.findMissingElements treated an empty token-scope list as if no required resource scopes were missing, so OpenIdAuthorizationService accepted the token. The Config API must be network-reachable, and a bearer token without the endpoint-required scope is enough to retrieve protected configuration data.
