Configuration privilege escalation via crafted annotate delimiters

Improper delimiter neutralization in Junos OS and Junos OS Evolved allows local users with high privileges to alter device configuration. The annotate command fails to neutralize crafted comment delimiters, allowing changes outside the user's permitted configuration hierarchy. Limited configuration and commit permissions are required, and successful exploitation can change any part of the device configuration.
