rpd crash via unreleased RIB shard memory

Memory leak in rpd in affected Juniper Networks Junos OS and Junos OS Evolved releases allows local users to crash and restart rpd. With RIB sharding enabled, routing-related show commands allocate task_shard_mgmt_cookie memory that rpd fails to release after use. A low-privilege CLI account and repeated command execution are required; exhausting available memory interrupts routing while rpd restarts.
