Interface shutdown via view-authorized CLI command

Improper access control in the Junos OS CLI allows local users with view permissions to shut down a network interface. The request interface command accepts execution by view-only accounts even though it performs an interface shutdown operation. Reachability requires authenticated CLI access with view permission; successful exploitation interrupts traffic on the selected interface without crashing or rebooting the device.
