Control-plane firewall bypass via ignored payload-protocol match

Protection mechanism failure in Juniper Networks Junos OS allows remote attackers to bypass control-plane IPv6 firewall filters. Kernel filter processing treats any control-plane IPv6 firewall term containing payload-protocol as an unconditional accept and skips its other match criteria. The bypass requires that match in a filter protecting traffic destined to the device; transit filtering is unaffected.
