Rekey denial of service via unauthenticated cancellation

Improper input validation in OpenBao before 2.3.0 allows remote attackers to interrupt active root or recovery rekey operations. The unauthenticated DELETE /v1/sys/rekey/init and /v1/sys/rekey-recovery-key/init handlers accept cancellation requests and terminate the active workflow. Exploitation requires a rekey operation to be in progress; repeated unaudited requests abort key rotation while existing keys remain valid.
