Bridge-network interruption via misordered nftables accept rules

Resource exhaustion in Linux Containers Incus 6.12 through 6.13 allows guest OS users to interrupt bridge networking via DHCP requests. The nftables bridge-input template places DHCP, DNS, and router-solicitation accept rules before MAC, IPv4, and IPv6 antispoofing drops, so forged source addresses bypass filtering. A user controlling an instance NIC on an ACL-enabled managed bridge can cycle spoofed MAC addresses until the dnsmasq lease pool is exhausted, preventing other instances from obtaining leases.
