Local root-directory access via incomplete chmod authorization

Improper privilege management in Ceph 17.2.7, 18.2.1 through 18.2.4, and 19.0.0 through 19.2.2 allows local users to access root-owned directories. Client::may_setattr checks only permission bits removed by a mode change, so adding read, write, and execute bits bypasses its owner check. An unprivileged local account must reach a ceph-fuse-mounted CephFS and issue chmod against a root-owned directory, after which its contents become readable, writable, and executable.
