Information disclosure via unchecked Nex event offset

Out-of-bounds read in The BioSig Project libbiosig 3.9.0 allows attackers to disclose process memory through a crafted .nex file. The Nex event-table parser derives hc->bufptr from an attacker-controlled file offset and passes it to leu32p or leu64p without checking it against the header buffer. A consuming application must parse the supplied file; an imprecise offset can instead crash the process.
