Credential disclosure via hard-coded encryption key

Hard-coded key use in hMailServer 5.8.6 and 5.6.9-beta allows local users to decrypt saved remote-administration passwords. Encryption.Encrypt derives a Rijndael key and IV from constant values before hMailAdmin.exe.config stores the resulting ciphertext. Reading that per-user configuration file is required, and recovered credentials grant access only to admin consoles whose connections were saved.
