Authorization bypass in GitLab CE/EE allows remote authenticated users to read arbitrary compliance frameworks outside their group scope. The compliance-dashboard frameworks controller passes the user-controlled framework ID to an unscoped ActiveRecord find operation instead of constraining the query to frameworks authorized for the current group. Any authenticated account that can reach the compliance dashboard can disclose framework records across privilege boundaries, with no reported ability to modify them.
