Unauthenticated database exhaustion via unlimited consent writes

Incorrect access control in Cookies and Content Security Policy 2.29 and earlier allows remote attackers to exhaust database resources. The unauthenticated cacsp_insert_consent_data() AJAX handler accepts repeated POST requests and inserts a new consent row for each request without rate limiting or request authorization. When “Save proof of consent” is enabled, concurrent requests can rapidly grow the consent table and consume database CPU, disk I/O, and storage until service is interrupted.
