Arbitrary file overwrite via unvalidated external_data.location path

Path traversal in ONNX 1.17.0 allows remote attackers to overwrite arbitrary files by supplying a crafted external_data.location path. The save_external_data function joins the untrusted location to base_path and opens the resulting path for writing without rejecting traversal sequences. Exploitation requires a process to handle attacker-controlled tensor external data and can modify any file writable by that process.
