Authenticated CI/CD job injection via cross-group framework assignment

Missing authorization in GitLab Ultimate EE 17.11 through 17.11.3 and 18.0 through 18.0.1 allows remote authenticated users to inject CI/CD jobs. The compliance-framework application path fails to enforce group boundaries, so a framework containing malicious pipeline configuration can be assigned to projects outside its owning group. Authenticated access and an Ultimate license or trial are required; the injected job runs in all future pipelines of affected projects.
