Service interruption via unbounded reset streams

Resource exhaustion in affected Eclipse Jetty HTTP/2 servers allows remote attackers to interrupt service via malformed control frames. HTTP2Session resets streams after illegal WINDOW_UPDATE or state-invalid frames without counting them toward the concurrent-stream limit while backend work continues. Unauthenticated network access to an HTTP/2 connector is sufficient to create unbounded streams on one connection and exhaust CPU or memory.
