Local core-dump disclosure via PID reuse

Race condition in Canonical Apport 2.20 through 2.32.0 allows local users to read privileged core dumps via PID reuse. _check_global_pid_and_forward runs before consistency_checks, so a replacement namespaced process receives the original process's core-dump descriptor. Exploitation requires local access, usable user namespaces, a timed crash of a privileged process, and PID recycling; demonstrated disclosure includes password hashes.
