Code execution via unsafe FSDP model deserialization

Unsafe deserialization in Volcengine verl 3.0.0 allows attackers to execute arbitrary code via a crafted FSDP model file. The scripts/model_merger.py FSDP path calls torch.load with weights_only=False on matching .pt files, permitting pickle payloads to invoke arbitrary functions. Exploitation requires the file to be placed in the selected local model directory and the victim to run the merger, so code executes with that user's privileges.
