SSRF defense bypass via ignored PoolManager retry policy

Open redirect in urllib3 before 2.5.0 allows remote authenticated users to redirect outbound requests to unintended URLs. PoolManager forwards requests with redirects disabled at the pool layer, but urlopen discards the stored retry policy and reconstructs default redirect handling from absent request arguments. Exposure requires an application to rely on PoolManager-level redirect limits as an SSRF or open-redirect defense; default requests and botocore usage is unaffected.
