Tracker report manipulation via missing CSRF protection

CSRF in Tuleap Community Edition before 16.8.99.1749830289 and Enterprise Edition before 16.9-1 allows attackers to alter tracker reports. Tracker report create, update, and delete actions accept state-changing requests without CSRF protection, so a crafted request executes with the victim's session. Remote authenticated users must induce an authenticated victim to submit the request, enabling creation, modification, or deletion of accessible tracker reports.
