Stored XSS via unsanitized SVG uploads

Stored cross-site scripting in Part-DB 1.17.0 and earlier allows remote authenticated users to execute JavaScript through uploaded SVG files. AttachmentSubmitHandler.php handleUpload saves SVG attachments without sanitizing embedded script content before serving them. Upload permission is required, and a victim must explicitly open the SVG in a new tab; SVGs embedded in Part-DB pages do not trigger the flaw.
