Token disclosure and modification via permissive file creation

Incorrect default file permissions in conda-forge conda-smithy before 3.47.1 allow local users to read or alter Travis CI access tokens. The travis_headers function writes ~/.conda-smithy/travis.token with the ordinary open call and does not restrict its mode to 0o600. Exposure requires another local account in a shared hosting environment to access the file, enabling token disclosure or unauthorized modification.
