Invitation restriction bypass via unchecked group sharing

Incorrect authorization in GitLab EE 18.0 through 18.0.3 and 18.1 through 18.1.1 allows remote authenticated users to bypass invitation restrictions. The group-sharing invitation path fails to enforce the top-level group's disabled-invitations setting when an eligible user invites an entire group. An account with invitation privileges can add that group's users despite the configured restriction, expanding access beyond the group owner's policy.
