Server-side request forgery in Esri Portal for ArcGIS 11.4 and earlier allows remote attackers to bypass SSRF protections without authentication. Esri has not disclosed the affected endpoint or how its request validation accepts attacker-controlled destinations. Network access alone is sufficient; successful requests originate from the portal and can read or modify resources reachable from its network context.
