Administrative file creation via unchecked database paths

Path traversal in Apache Jena Fuseki 5.4.0 and earlier allows remote authenticated users to create database files outside its files area. ActionDatasets canonicalizes the supplied dbName but, before the fix, fails to reject nested or parent path components before deriving database and configuration paths. Administrator access to the Fuseki control interface is required, and file reach is bounded by the server process permissions.
