Unauthorized account creation via active signup default

Missing authentication in Lablup Backend.AI allows remote attackers to create active user accounts through its signup endpoint. The auth service's signup() method assigned UserStatus.ACTIVE to every newly registered user instead of requiring administrator activation. The exposed registration path needs no prior account and remains reachable when interface registration is disabled, granting user-level access to private platform data.
