Cross-account token creation via mis-scoped authorization check

Improper authorization in XWiki Contrib OAuth2 and OpenID Connect 2.17.1 through 2.18.1 allows remote attackers to create user tokens. The userapplications.vm template checks Programming rights without supplying the current user and target profile to the authorization service, so it exposes token creation on another user's profile. VIEW access to that profile is sufficient; using the token for impersonation also requires token authentication to be enabled.
