User deactivation via missing nonce validation

CSRF in Uxper Civi Framework 2.1.6 and earlier allows remote attackers to deactivate users through a forged administrator request. The user-deactivation handler accepts a state-changing request without valid nonce verification, so a request from another site is processed under the administrator session. Exploitation requires an authenticated administrator to open or click attacker-controlled content, and the bounded result is user-account deactivation.
