Authenticated resource depletion via phonebook release failure

Resource leak in ASR Falcon_Linux, Kestrel, and Lapwing_Linux before 1536 allows remote authenticated users to deplete resources. The router phonebook code in router/phonebook/pb.c fails to shut down or release a resource, but ASR has not identified the resource or triggering input. Network access with low privileges is required; repeated triggering can exhaust the resource, expose limited data, and interrupt service.
