Stored XSS via unsanitized blink speed metadata

Stored XSS in WEN Solutions Notice Bar 3.1.3 and earlier allows remote authenticated users to inject scripts through notice settings. The plugin stores the contributor-controlled blink_speed meta value without adequate sanitization and later places it in generated page content. Contributor access and a subsequent visitor action are required; the injected script then runs in that visitor's browser under the site's origin.
