Privilege escalation via prefix-matched ACL policies

Incorrect privilege assignment in HashiCorp Nomad allows remote authenticated users to run privileged jobs through ACL policy shadowing. The policy-by-job index lookup uses prefix matching, so a new job such as test-job-2 inherits policy rules assigned to test-job. Access sufficient to create the prefixed job is required; inherited rules can authorize privileged workloads without a policy explicitly assigned to that job.
