Password-policy disclosure via anonymous configuration endpoint

Information disclosure in Umbraco CMS 10.0.0 through 10.8.10 and 13.0.0 through 13.9.1 allows remote attackers to read password rules. AuthenticationController.GetPasswordConfig supplies anonymous requests to GetConfiguration instead of returning an empty dictionary. No credentials or user interaction are required; the disclosed rules can refine password-guessing attempts but do not reveal passwords or alter data.
