Local code execution via unqualified icacls invocation

Untrusted search path in the Apache Tomcat Windows installer allows local users to execute code during installation. The NSIS script invokes icacls.exe three times by name when setting installation permissions, allowing path resolution to select an attacker-controlled executable instead of the system utility. Affected releases span 11.0.0-M1 through 11.0.7, 10.1.0 through 10.1.41, 9.0.23 through 9.0.105, 8.5.0 through 8.5.100, and 7.0.95 through 7.0.109; exploitation requires local placement of the substitute before the installer runs, and the payload receives the installer's privileges.
