Process crash via freed format string dereference

Heap use-after-free in jq 1.8.0 allows attackers to crash a process by executing a crafted strflocaltime call with an empty format string. In src/builtin.c, f_strflocaltime keeps fmt pointing into b, frees b after strftime returns, and then reads *fmt when the conversion produced zero bytes. Triggering requires execution of an attacker-influenced jq program; the demonstrated consequence is process termination.
