Strict-cookie exposure via split-view SameSite bypass

SameSite enforcement failure in Brave Browser Desktop before 1.83.10 allows remote attackers to send Strict cookies cross-site. The Open Link in Split View navigation path treated a cross-site link as eligible for existing SameSite=Strict cookies instead of withholding them. Exploitation requires split view to be enabled and a user to invoke the context-menu action; the bounded consequence is unintended authenticated cross-site navigation.
