Web server hang via missing multipart boundary

Denial of service in OctoPrint 1.11.1 and earlier allows remote attackers to hang the web server via a malformed multipart request. UploadStorageFallbackHandler repeatedly processes a buffer that cannot shrink when the closing boundary is absent, leaving Tornado's single thread in an endless busy loop. No authentication or user interaction is required, but the attacker must reach the service from an adjacent network; the result is a web-service hang.
