Unauthenticated candidate resume disclosure via public media paths

Improper access control in Horilla HRMS 1.3.0 allows remote attackers to read candidate resumes via predictable public URLs. The recruitment upload flow stores resumes under /media/recruitment/resume/ and /media/uploads/, while those paths return files without authentication or authorization checks. No account or user interaction is required; guessing a filename exposes sensitive candidate documents but does not permit modification or service interruption.
