Code execution via malformed TGA palette handling

Heap-based buffer overflows in GIMP before 3.0.0 allow attackers to execute code when a local user opens a crafted TGA image. The file-tga.c parser can allocate three bytes per pixel for an alpha-bearing palette and then have upsample write four; invalid color IDs can also index beyond the palette. Exploitation requires local access and user interaction, with code execution or a crash confined to the user's GIMP process.
