Authenticated SQL injection via unprepared department queries

SQL injection in people_depts.php in openDCIM 23.04 and earlier allows remote authenticated users to read or alter database data. The endpoint passes department-membership request values into database operations without prepared statements, allowing SQL syntax to alter the query. The route requires an authenticated user with contact-administration rights; successful injection can expose or change limited database data.
