Administrator access via unchecked role-change API

Improper authorization in CyberDAVA before 1.1.20 allows remote authenticated users to gain administrator access through its user-role API. The /api/v2/users/user//role/ROLE/ endpoint accepts a target user and role without enforcing access control. Any low-privileged account can assign an administrator role, granting access beyond its intended permissions.
