Protection mechanism failure in Android 15, 16, and 16-qpr2 allows local users to escalate privileges through an MDM policy bypass. PackageInstaller's performPreInstallChecks accepts installer-permission and intent-flag combinations that skip the unknown-source restriction. A local low-privileged user needs no user interaction and can install packages barred by device policy, leading to elevated privileges.
